* WHAT...West winds 15 to 25 kt with gusts up to 30 kt and seas 6 to 8 feet. * WHERE...Kosrae Coastal Waters. * WHEN...Until 3 PM ChST Thursday. * IMPACTS...Conditions will be hazardous to small craft. * ADDITIONAL DETAILS...Latest scatterometry pass from this evening showed sustained winds of 20 to 24 knots just east of Kosrae with a pocket of locally higher winds. Inexperienced mariners, especially those operating smaller vessels, should avoid boating in hazardous conditions.
